Event organisers have a legal and moral obligation to provide a safe working environment for everyone on site, including paid staff, freelancers, volunteers, contractors, and performers. The events industry involves a wide range of hazards, from working at height and electrical risks to crowd crush and extreme weather. Taking health and safety seriously is not about bureaucracy; it is about ensuring that everyone who works at your event goes home safely.
Your legal obligations
The Health and Safety at Work etc. Act 1974 places a duty on employers to ensure, so far as is reasonably practicable, the health, safety, and welfare at work of all their employees. This duty extends to anyone affected by the undertaking, including freelancers, volunteers, and members of the public.
The Management of Health and Safety at Work Regulations 1999 require employers to carry out risk assessments, implement preventive and protective measures, provide health and safety training, and appoint competent persons to assist with health and safety. For events, additional regulations may apply depending on the nature of the work, including the Construction (Design and Management) Regulations 2015 for temporary structures, the Lifting Operations and Lifting Equipment Regulations 1998 for rigging, and the Electricity at Work Regulations 1989 for power distribution.
If you employ five or more people (including temporary and casual workers), you must have a written health and safety policy. Even if you employ fewer than five, the legal duties still apply; you are simply not required to write them down.
Risk assessment
The risk assessment is the foundation of event safety. It identifies what could go wrong, assesses the likelihood and severity of harm, and specifies the measures you will take to reduce the risk to an acceptable level.
For events, risk assessments should cover every aspect of the operation: the site and its physical environment, temporary structures (stages, marquees, barriers, towers), electrical installations and power distribution, crowd management and movement, weather-related hazards, manual handling and physical work, noise exposure, food safety, fire risks, and any activity-specific hazards such as pyrotechnics, lasers, or water features.
Risk assessments should be documented, shared with all relevant staff and contractors, and reviewed regularly. They are living documents, not paperwork to be completed once and filed away. If conditions change during the event, the risk assessment should be updated accordingly.
Common hazards at events
Manual handling
Loading and unloading equipment, setting up stages, and moving barriers all involve manual handling. Back injuries, strains, and crush injuries are common when manual handling is done incorrectly or without adequate equipment. Provide mechanical aids (trolleys, forklifts, hoists) wherever possible. Train staff in correct lifting techniques. Do not allow individuals to lift loads that are too heavy; use team lifts for heavy items.
Working at height
Rigging, lighting installation, stage construction, and even hanging banners all involve working at height. Falls from height are one of the most common causes of serious injury and death in the events industry. Use properly designed access equipment (scaffolding, cherry pickers, mobile elevated work platforms) rather than ladders where possible. Ensure that anyone working at height is trained and competent. Implement fall arrest systems where appropriate.
Electrical safety
Events use significant amounts of electrical power, often in outdoor or wet environments. Faulty wiring, overloaded circuits, and contact with water are serious risks. All temporary electrical installations should be designed and installed by a competent electrician, tested before use, and protected by appropriate circuit breakers. Cable runs should be covered or routed to prevent tripping and damage.
Crowd-related hazards
Crowd crush, trips and falls, and crowd surges can cause serious injury. Crowd management is a specialist discipline, and events with significant crowd densities should engage experienced crowd management professionals. Barrier design, entry and exit capacity, monitoring systems, and trained stewards all play a role in managing crowd safety.
Noise exposure
Prolonged exposure to high noise levels can cause permanent hearing damage. The Control of Noise at Work Regulations 2005 require employers to assess noise exposure, reduce it where possible, and provide hearing protection where noise levels exceed 85 decibels. Staff working near stages, PA systems, or generators should be provided with hearing protection and informed about the risks.
Personal protective equipment
PPE is the last line of defence, not the first. You should eliminate or reduce hazards at source before relying on PPE. However, for many event tasks, PPE is essential. Common PPE at events includes high-visibility clothing for anyone working in vehicle movement areas, steel-toecap boots for crew working with heavy equipment, hard hats in areas where there is a risk of falling objects, hearing protection near high-noise sources, and gloves for manual handling and waste management tasks.
Provide PPE free of charge, ensure it fits properly, train staff in its correct use, and replace it when it is damaged or worn. Enforce PPE requirements consistently. A safety culture that allows exceptions quickly becomes no safety culture at all.
Incident reporting and response
Have a clear incident reporting system in place. Every incident, no matter how minor, should be recorded. This includes injuries, near misses, equipment failures, and any situation that could have resulted in harm. Near-miss reporting is particularly valuable because it identifies risks before they cause actual injury.
Under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR), certain incidents must be reported to the Health and Safety Executive. These include deaths, specified injuries (fractures, amputations, loss of consciousness, etc.), injuries that result in more than seven days' incapacitation, and dangerous occurrences (structural collapses, electrical incidents, etc.). Ensure that whoever is responsible for health and safety at your event understands RIDDOR requirements and knows how to make a report.
Staff welfare
Health and safety is not just about preventing physical injury. Staff welfare encompasses adequate rest facilities, access to clean drinking water, toilet facilities, shelter from weather, proper break times, and support for mental health and wellbeing. Working at events can be physically and emotionally demanding. Staff dealing with large crowds, antisocial behaviour, medical emergencies, or long hours in poor weather conditions need support.
Provide a dedicated staff welfare area where people can take breaks away from the public. Ensure that food and drink are available during long shifts. Have a clear procedure for staff who feel unwell or need to report a welfare concern. Consider the additional welfare needs of overnight shifts, outdoor events in extreme weather, and multi-day events where cumulative fatigue is a factor. All of these concerns tie into how you recruit and look after your team as a whole.
Training and competence
Every person on site should receive health and safety induction appropriate to their role. This includes a site orientation, information about the main hazards and the measures in place to control them, emergency procedures, and how to report incidents and concerns. Specialist roles require specialist training: riggers need rigging qualifications, electricians need appropriate certification, forklift operators need a valid licence.
Do not assume that experienced staff do not need training. Every site is different, and even experienced professionals can become complacent. Reinforce the safety message at every briefing, and create a culture where safety concerns can be raised without fear of ridicule or reprisal.
Creating a safe working environment at events requires planning, investment, and ongoing attention. The legal framework provides minimum standards, but good practice goes further. When your team feels safe, supported, and properly equipped, they perform better, and your event is better for everyone.
